Our Founder & Executive Director

Jacqueline Davis Potter, MA

 Jacqueline D. Potter is a Juvenile Justice and Criminal Justice consultant with a distinguished career spanning more than three decades in law enforcement and public service. A retired Houston Police Officer and former Program Manager and Coordinator at the Houston Health Department, she has dedicated her professional life to protecting and serving the Houston community.


Throughout her career, Jacqueline has led collaborative efforts among law enforcement, public health, and community organizations to improve safety and trust. She has experience in coordinating partnerships between the Houston Health Department, Houston Police Department, the National Organization of Black Law Enforcement Executives (NOBLE), and the African American Police Officers League (AAPOL). Under her leadership, a collective impact strategy was implemented to foster positive community change, enhance mutual understanding, and promote safer interactions between law enforcement and the communities they serve. She currently serves as a board member with the Houston Police Retired Officers Association.


Jacqueline combines frontline policing experience with program management and community-centered strategies, making her a respected voice on juvenile and criminal justice issues and community safety initiatives.

A Family Legacy

This legacy lives on through her four siblings, her son, and her nephew and each has dedicated their professional lives to law enforcement. Her son, Christopher J. Davis currently serves as a Lieutenant with the Houston Police Department (HPD) while her brother Mark E. Davis a retired HPD Sr. Officer, now serves as a Sergeant with Lone Star College Police Department.


Their continued service reflects the values Jackie has always held dear: courage, compassion and a deep commitment to community safety.
